Trying to edit XP User quick launch

I'm trying to add the Calculator to the Quick Launch tray of all my XP
PCs, and on some it works, on others when I drag it there while logged
in as User it says I don't have permission. What permission would I
have to give to allow this? I can't seem to find anything obvious in
the User Rigths Assign list.

In my labs, we have a group policy in effect which blocks toolbars in user
accounts. Specifically it is: User Configuration>Administrative
Templates>Desktop>Prevent adding, dragging, deopping and closing the
Taskbar's toolbars.

Is it possible that you could have a group policy applied to these systems,
or perhaps there is a similar local policy which could be restricting you.
