Keep in mind that 4 GPU systems have greatly diminished returns beyond 2 GPUs, and any game that doesn't support SLI will still only be using one of them. That, and to support 4 GPU you need a CPU that has 40 PCIe lanes and the 5820k only has 28.

That said, this would be a powerful rig in your price-range:

Motherboard: Asus X99-M WS Micro ATX LGA2011-3 Motherboard ($263.99 @ SuperBiiz)
Memory: G.Skill Ripjaws V Series 32GB (4 x 8GB) DDR4-3000 Memory ($234.99 @ Newegg)

No, I believe the slots are configured that way so that you have the option of either 3 double slot cards or 4 double slot cards, and that is why the slots are color coded black and grey. There just are not enough lanes to support that many graphics cards.

Admirable
I don't believe so, but would be worth a call to the manufacturer. With custom software (and cooling to get them to fit in the slots) anything is possible, but would be concerned about performance with the routing of some slots directly to the GPU with others going through the chip-set.

I need a really powerful computer for just raw power, but not really like bitcoining rig. My max budget is about $4.5k, and I'm open to any ideas. My rig so far that I'm planning on building in the next week:

Processor: I7-5820K

GPU: 4X GTX 980 TI

HARD DRIVE: 3TB Western Digital BLACK

SSD: Samsung 850 EVO 500GB

RAM: Kingston HyperX 32GB

MotherBoard: Gigabyte GA-X99-UD3P

PSU: EVGA SuperNova G2 1300Watts

CASE: CoolerMaster Trooper

CPU COOLER: Corsair h100 GTX
