[SOLVED] Trying to identify this old Intel cooler and also a way to remove it

Hello Cooling people, recently my friend got his hands on an old rig that's in a not working state. He wanted to give it a cleanup before he diagnoses why it's not working, but he's stuck trying to remove the cooler. The motherboard seems to be a Biostar M900-M4 with either Intel Pentium 4 or Celeron D ( we can't identify that without putting the sink off) and the cooler is a very weird one with two heatsinks towered with one fan. It has two "levers" on corners that doesn't move and we don't know where to apply force to, in all honesty. Images attached below (without fan). Thank you for the help beforehand.
