Trying to install game computer keeps saying i need d3dx9-42 dll what does this

Hello,
im trying to install the game legends of the past computer keeps saying i need d3dx9-42.dll I dont have internet do i have to be online for this game?

DirectX 9. Free download from MS.

You need to install the latest Direct X software from Microsoft. Most new games come with the version you need or you might find it on the game disc in the Redistributables folder. Good luck.
