trying to port forward cuts off my internet

ok so READ. windows firewall is off. routers firmware is latest version. 2 weeks ago i tried to make a minecraft server for my friends and at first i was having trouble opening the port but then i got it open and the server was up and running fine. so acouple days ago i had to make a server for tekkit. same process of port forwarding. i even did a fac reset on the router. but now when i try and port forward 25565 and click save my internet cuts off. it never did this before and idk why its doing it now. i have cox internet. 100mbps and 10 upload. and i have a belkin router
 


see the weird thing is is that when this happens i can click on my bookmarks and itll load them just not the pictures, i can even be in a skype call with friend. but when i try and type something into the address bar no luck

Before trying to open ports, have you activated the Telnet features of your computer?
(i'm currently at work and cannot try this myself) but a colleague of mine told me that's what he did when he was hosting a '7 days to die' server.
 


well. yes. i just put the description as server but what do u mean minecradft servers ip?? im running it from my pc. thats how i did it last time. im not using a server hosting program or anything
 
hereds the actual problem that im getting now. if i dont add an ip on the tekkit files i can actually start the server and play on it LOCALY. but right when i add the ip the server wont load. itll say a bunch of things but the one thing that i notice the most is this

FAILED TO BIND TO PORT
perhaps a server is already running on that port?

thats what it says in the console ^
 
What do you mean your ipv4?

The ip to use for the game and the router should be 192.168.2.xxx where xxx is your pc the server is running on.

And you set the router settings exactly as I showed them above.


Other option is to turn off port forwarding and add that IP to the DMZ tab instead. This will open up all ports on your PC.
 


wait. 2 things. whats the cons of opening all ports. and 2 nd thing. before i made the server i looked up on utube how to make one and all say to go to cmd. type in ipconfig. copy the ipv4 and port forward that

I tryed it again last night and it worked for me (no change from my previous attempt but the TelNet server feature checked).
Have you tryed to mess with router settings in a different internet browser? I know I had to disable AdBlocker from my chrome.
