[SOLVED] Trying to reset my laptop but can't

I tried resetting my laptop with the "Reset this PC" and wanted to do a complete wipe of the laptop, but I came across "C:\Windows\System32\ReAgent.dll is either not designed to run on Windows or it contains an error. Try installing the program again using the original installation media or contact your system administrator or the software vendor for support. "
I tried booting into troubleshoot by going onto login screen and pressing shift + restart button on screen
That led me to a blue screen that wouldn't go away so I force shutdown and restarted. Does anyone have any ideas as to how to wipe my pc?

Not "reset" or "refresh"...full wipe and reinstall.
