I have been trying to uninstall some games from an external hard drive, but when I try to send them to the recycle bin, it only tells me it is discovering items and, after it is done, nothing happens. My steam games don't go to my recycle bin. This is specifically for Steam games too, since I've been able to move other different files to recycle bin without problems. Is there something I'm missing?

Solution
Never "uninstall" programs by just moving their files into the Recycle Bin, you need to uninstall them from the Programs list in Windows or through the application manager like Steam.
Each Steam game has an appmanifest file that Steam uses to consider the game "installed." You have to get rid of that if you want Steam to not consider the game installed.

However the problem is the appmanifest file uses the game's Steam Store ID instead of the name, so you have to go to the game's store page and look for the ID number in the URL to figure out which appmanifest file to delete.
