So long as you have BIOS version 3802 or newer installed, the 5700x3d is supported. As far as support for the RTX 4070, that too should work fine on that board but I'd make sure you have the latest BIOS version installed before attempting to upgrade to either of these new components.

However, depending on what PSU you have now, you will likely want to upgrade that as well since the RTX 2070 only requires a 550w power supply while the RTX 4070 highly recommends using at least a 750w model. It should go without saying that not all "watts" are created equal, and that any replacement power supply should be a model that is known to be of good quality and has a professional review that verifies it as such.
Knowing the exact model and approximate age of your current power supply would be a really good place for us to start.
