Question Tuf gaming X570 plus mobo wont power completely

Im helping my friend build a computer. He has a X570 plus motherboard (tuf gaming) and for some reason the qled lights wont turn on when we turn on the power. The Rgb On the MOBO turns on but the GPU fan or the cpu fan wont spin when powered on. mobo wont turn on either. Any Ideas on what it can be? we thought it was a faulty mobo but we went back to get a new one and still same issue. any ideas?

What CPU and GPU do you have installed in that motherboard? Also, what make/model PSU?
