Turn psu 5volt on

I understand a pc typically supplies 5v to the usb’s even if it’s powered off. The psu fan will be off under those conditions. I have tested a couple of power supplies and neither outputs 5v unless is the green wire is jumped which then turns the whole power supply on including the fan. Apparently a mobo turns on the 5v output without turning the rest of the psu on. Is there a way I can turn on the psu 5v without turning it fully on and running the fan? I only need the 5v output for some testing I am doing. Thanks for any info.

purple 9 +5 VSB +5V Standby should have steady +5v when PSU is plugged in. Power output may vary between PSU models but with newer ones it's up to 2A, enough for several fans.
