Question Turning ON PC makes PC turns back off then ON again.

Hello, first of all im new here, so i dont know where to properly post in regards to my problem, when i turn on my PC it turns OFF after a few seconds then it turns back ON again... then no Problem after that. but when i restart the PC it behaves the same.. turns off for a few seconds then turns back on..
does anybody knows what causing this?
