tv desktop black bars

i built my friend a new desktop pc and he has a JVC LT-22DD42J 22 tv for a monitor and a asus r9 270 2gb graphics card but when we put it in 1920 x 1080 which his tv says it supports it has a black patch on the right side of the screen and a black bar with lines going down on the other sidebut you can still see most of the desktop background. could you tell me what exactly is wrong, oh and its connected via vga with a dvi to vga adapter on the graphics card. thanks
also i forgot to say it does it with alot of other resolutions aswell

I would get yourself a HDMI cable and connect card to TV that way.
