Tv rarely gives picture and then wont turn off

My parents NS-LCD26a Insignia HD tv only occasionally turns on with a picture. Usually once I turn it on it gives a solid black screen. No input menus will open and it will no longer turn off unless I hold the power button down for 5 seconds. There is visible damage to any of the parts.
When it does show a picture it will turn on and work perfectly fine for a few minutes at most before going black again.

That's an older 27 inch 720i model. Its probably on its last legs.

Sounds like bad capacitors on the power supply board
