TV Screen Cropping out edges

Basically the TV I'm using just cuts out the edges on all sides of the display. If I could just shrink in the display horizontally and vertically that would be perfect. Before some suggestions I've already seen come in I can not change it on my tv itself. I've lost the remote to it and it does not have an option in the menu I can get to with the buttons on the TV. I have also tried every single resolution setting that windows has, none work, it just results in more or less being cut off horizontally or vertically, and I know it's not a resolution issue. It also does not matter what graphics card I use. It happens on my GTX 660, my old AMD Radeon 7870, my onboard amd connection on my computer and onboard intel connection on my laptop.

The only solution I can think of is to simply shrink the display horizontally or vertically like I said but I can not figure out a way to do that. Does anyone know if I can somehow do that?

For AMD GPUs, the setting should be in the Scaling Options section. There's a bar to play with the underscan and overscan settings.

For NVIDIA GPUs, look for the similar setting in the Adjust desktop size and position section.
Nevermind after searching for a setting to do this for months on end I found one literally 2 minutes after posting this *facepalm*. If anyone comes along this with the same question what I did was went to my screen resolution settings, clicked advanced settings, clicked the back tab that said "Intel(R) Graphics and Media Control Panel" and it had a scaling selection that I could set a custom scaling aspect ration.
