This started as a question, but, since I solved the issue, it is now a discussion. As I was writing the question, I decided to try something new and eventually I got this working.
First of all, if the second monitor is not detected for some reason.
if the power connection is the same type as the connection to the docking hub device, try switching them.
Next, if the two displays are recognized but they are in reverse order such that the mouse disappears from one side of the monitor border and appears on the opposite side of the other display.
Don't waste time and just physically change the position of the physical displays.

It's far less time consuming to simply change the monitor numbering through the graphics driver in about 5 clicks. I think that's easier than physically moving the monitors, no. Even if not doing it through the GPU driver, just switching the cables in the back of the PC would be a lot less work than moving the monitors.

Change monitor postition:

Right click desktop.
Left click Nvidia Settings
Left click 'Setup multiple displays'
Left click and hold to move one monitor to where ever you like. Release hold.
Left click Apply.

Done.
