Question Two PCs - Best bang for my buck

So my budget is limited but Bestbuy is having a labor day sale. Two PCs are in my range but cheaper is always nice.

The difference is $171 dollars.

Intel Core i7-9700 - 16GB Memory - NVIDIA GeForce GTX 1660 Ti - 1TB Hard Drive + 256GB SSD -

Intel Core i7-8700 - 16GB Memory - NVIDIA RTX 2070 8GB - 1TB SSD - Black/Gray

Gaming is my main use of said PC. Looking for the best bang for my buck. Don't want to miss out on a big upgrade for 171 dollars but if it isn't a big deal, money could be spent on other things.

Well, let's compare both builds (i7-9700 as a base, i7-8700 as an alternative):

Baseline Bench: Game 75%, Desk 94%, Work 81%
CPU: Intel Core i7-9700
GPU: Nvidia GTX 1660-Ti
SSD: Samsung 850 Pro 256GB

Alternative Bench: Game 95%, Desk 86%, Work 73%
CPU: Intel Core i7-8700
GPU: Nvidia RTX 2070
SSD: Samsung 850 Pro 1TB
RAM: Corsair Vengeance LPX DDR4 2666 C16 2x8GB

For gaming, latter build is better. RTX 2070 can play at 1440p ease and can do 4K gaming as well. While GTX 1660 Ti is best at 1080p while it can do 1440p as well.
