Two power inputs but one power cord?

Greetings folks. My MB is a MSI MAG Z390 tomahawk and I'm using a Corsair CX650 PSU. The PSU has one 8 pin power connector to the MB but the MB also has an extra 4 pin next to the PS1 spot labeled PS2. I tried firing up this new build but no go. I see the light on the PSU but nothing is working. What am I missing? Thanks

Any suggestions as to a decent MB that will work with that Corsair CPU and take an i7 8700 CPU? I have another rig it looks like I'm going to rebuild. Might as well use what I can.
 
You will be able to use a z370 board that will work fine with the PSU and the 8700k. The Asrock Extreme4 is a solid mid-range board.

If you want something a little cheaper the Pro4 is a decent budget board.

As for the high-end, the Gigabyte Gaming 7 is really nice. I have a 8700k/Gaming 7 in my gaming rig and it is a feature full mobo.
