I know most of the information available is speculation at this point. My question is, with the inevitable release of the Fiji cards, has anything been said officially in regards to how much each card is going to have of HBM? Some sites have mentioned 4GB and 8GB. My assumption on the R9 295x2/395x2, is it is per gpu. With DX12 and Mantle memory is supposedly going to stack. That said, if the R9 390x is released with 8GB, then two 390x cards would equal 16GB combined. That would mean that the R9 395x2 would have to be 16GB for me to even consider getting one. With Titan X having 12GB of vram, I think anything less than 8, maybe 6, would be a shot in the foot for AMD.

Am I far off base here? Can anyone shed some light on my understanding?

Well, I have no idea which one would be better since neither card is out and it would just be speculation. Based on leaks, 390x should have 8 of hbm memory. 4 gb of vram is a really bad idea since it is meant to compete with 12 GB Titan x (as you stated). As for using 16 gb for two cards of 8 gb, I would say wait till either company actually implements it and I have no confidence that this will ever happen.

Memory doesn't mean speed. Most games these days don't require the amount of memory being offered by today's top-of-the-line cards. But we can definitely take advantage of the higher clockspeeds and bandwidth (i.e. GigaBytes per second) which these cards are providing to give us better frame rates. My point is that the new 390x and 395X cards (even though they might have less total memory than the Titan X) will likely still be much faster than the Titan X due to being higher speed cards.

Below are links to articles which illustrate the point (in terms of performance benchmarks). The higher memory "Titan X" is shown to have worst frame rates than the older R9 295X2.
