Two routers, one network. Different SSID's and access restrictions?

I've read through a number of posts and couldn't find anything specific that answered my question/problem.

I have one DSL connection coming into the house. Now I'm looking to setup two routers off the one connection. First router has full internet access with no restrictions, it's the DSL modem/router provided by ISP, the second is a Dlink DIR-827 router with 'whitelist restriction' to 1 specific website only. This whitelist function works great in a single router setup, but when I add the 2nd router, it intermittently will allow full access even when wirelessly connected to the restricted router, as if it's accessing the non-restricted router. I'm wanting both routers to have separate SSID's and for the unrestricted router to non-broadcast. Again, both work fine on their own the way I want, just can't seem to combine the two and am hoping someone can help.

It almost has to be a bug. If you have the second router connected to the first as a ROUTER ie you have plugged the WAN cable on the second router into the first router then it pretty much can't get past the rules.

Your dlink router should treat the first router as the internet how would it ever know it was not. The radio signals if you run different SSID would be the same as if one of the routers was yours and the other is your neighbors. The PC would never switch to the neighbors SSID and even if it tried it should be stopped because it should not know the key for the other SSID. Now if you have setup multiple network profiles and the PC actually does know know the SSID and key for the other network it can switch in some strange cases.
