UAC not showing

Hi,
Recently, my pendrive got infected with virus, so I ran Usb-Fix. As I have observed before, it sets UAC to highest setting and turn all accounts into admin. This time something happened. Now when I try to open any windows setting, it dims the background but doesn't show anything. It completely blank. Please suggest something. Reinstall would be a last resort since I did it just last week and I'm not in a mood to do it again. i can't open regedit, disk management, anything at all.
 
Solution
UAC appears when someone or something is trying to change a protected setting on your system.

If you did not initiate it, something else is. That is bad, hence my suggestion for a reinstall.
You plugged in the infected drive to your computer? No legitimate program should turn all accounts into Admin! That is a very bad sign.

I wouldn't trust any system once it is compromised. Reinstall your OS. Should be easy if you just did it.
 
I got to know it was infected AFTER I plugged it in. As for accounts, I recall them getting turned into admin. But this time they were the same. Really nothing to make the UAC just appear?
