Ultimate 100 interenet Time Warner

I just got TWC Ultimate 100mbps download and 10mbps upload. My problem is when i run speed test.net. I only get 4.0Mbps down and i still get 8-9 upload, so upload is fine, but why isn't the download showing correctly.
I used Comcast Xfinity and i got = Ipv4 2.0mbps down and 7+mbps upload
ipv6 106.00mbps down and 8+mbps up

Can someone explain to me why it show like that on Xfinity websites, and why on speedtest.net is
equivalent to the Ipv4 of Xfinity.

Solution
Throttling is your ISP slowing down your internet. Example, you're supposed to be getting 50MB/s but you're only getting 10 MB/s (Due do your ISP manually modifying the speed, not due to technical issues)
Download a regular file, preferably something large. If your download stays 4MB/s out of 100MB/s , your ISP is throttling, and I would call them. Speedtest.net can be relatively buggy to certain ISPs. Example. I used to have 10mb/s download 2 MB/s upload plan with Cox, but speedtest picked up I had 45 MB/s D 33 MB/s U.
 
Downloaded update to ghost recon phantoms finished before i could get my honey in my tea. Its downloading pretty darn fast. may not get all 100mbps but it was moving lighting compared to my att u verse trap.
Could you explain why 1pv4 suggest such a slower download speed compared to that of ipv6.
