Question Unable to force close applications on Task Manager after they crash

I have been running into an issues with games, if they are to freeze I am able to access the task manager and close the application but the game background process still appears to be running if i look at the process in task manager.

I know this is the case due to the launcher for the game (Steam, Battlenet) indicates that an instance of the game is already running and that I am not able to relaunch. After some time I have found that even the task manager freezes and I am not able to recover it either

I have encountered this on;

CS2, Diablo 4, Binding Of Issac

The only manner in which I have found to stop this is to fully restart my machine. The only changes I have made recently to my setup is much better quality and Hz.

Any advice of ideas on this would be greatly appreciated.

Ah apologies, What i meant to say is that I got a new monitor which was capable of a much higher refresh rate
