Question Unable to get stable 60+fps on warzone

Hi guys

I've been trying to increase my FPS on PC for warzone, originally when i downloaded it I had 1x8gb stick of ram and at that point it was just completely unplayable at 10-30 fps max. I have recently today bought 2x 8gb sticks of corsair RAM, it's improved alot to 40-50 fps constant, but still doesn't feel smooth and can feel abit of stutter still, I'm wanting to get 60+ constant in gun fights and everything. My CPU is maxed out at 100% when I play this game, so is it possible my CPU can't handle this? I will post my specs below and any suggestions on where I could upgrade that you think would bump my fps up are welcomed!
Intel Core i5-4460 CPU @ 3.20 GHz
Ram 16gb DDR3
Mobo: Gigabyte H81M-S2H (BIOS F2)
Monitor1: ZOWIE XL LCD (1920x1080@59Hz) (On Nvidia)
Monitor2: PHL 253V7L (1920x1080@60Hz) (On Intel)
GPU: ASUS GeForce GTX 960 4GB
GPU2: Intel Onboard
HDD: 1TB Seagate ST1000DM003-1SB10C
PSU: ThermalTake Litepower 550watt

I've turned all the irrelevant things on my start up off, close most programs when I'm running WZ, CCcleaned my comp, set my WZ performance to high, And still isn't able to run nice FPS.
