Question Unable to open files from Flash Drive: Why?

I decided to reset the laptop, so I copied the files from the laptop to a flash drive. And it went smoothly with the copying. Thereafter, I didn't try to open those files on the flash drive on any other laptop or device. Then I reset my laptop and reinstalled Windows. I don't remember whether the installation was from the cloud or local. Then, after two days or some time, I tried to copy the files from the flash drive to the laptop. But unfortunately, I couldn't do so as it doesn't get copied. The flash drive named 'rfarose' contains two folders, namely 'Official' and 'Personal, that are seen as unlocked, which means not padlocked from the flash drive window. It prompted saying, "You will need to provide administrator permission to copy this file, along with options like Continue, Skip, and Cancel. But none of the options tried gave a solution to get either copied or even opened. Though there were many tryouts from my end, upon googling, none worked out. Below are the prompts:

The flash drive has two folders, namely 'Official' and 'Personal', and a yellow padlocked.xlsx file. Further, those 'Official' and 'Personal' folders have many sub-folders and different types of files within that are all either single or double yellow pad locked. These are the error prompts when opened:

1. pdf: Access to the file was denied. The file at the respective paths is not readable. It may have been moved or removed, or file permissions may be blocking access. ERR_ACCESS_DENIED Refresh.
2. .jpg - It appears that you don't have permission to view this file. Check the permissions and try again.
3. .txt: File path... You do not have permission to open this file. Set the owner of this file or an administrator to obtain permission. Okay.
4. .doc: Access to 'Path filename.docs was denied.
5. .mp4: We can't open "filename." You don't have permission to access the file. 0800x70005 while the opening of the same file with Windows Media prompted "Windows Media Player cannot access the file. The file might be in use, you might not have access to the computer where the file is stored, or your proxy settings might not be correct. Close. Web Help.

Kindly help me. Also, suggest whether any data recovery software can solve this.

You may need to get support help from the laptop's manufacturer since this does not sound like a Windows problem. The only clue is that .xlsx files are usually associated with Microsoft Excel or similar spreadsheet programs, so if you have one of those you could try that. Normally in a situation like this as a last resort I would try booting the laptop from a usb containing a linux distro to see if linux could access the files and copy them back to the laptop.

How, exactly, did you copy these?

Did you grab the Documents Library and copy that?
Or just the individual files?
