Unable to use keyboard to access setup/boot menu

One possible problem could be that the Boot Menu does not recognize an USB keyboard (has not loaded the USB drivers yet, as those are loaded only when Windows is fully started, as normally a PS/2 keyboard was expected there).

Check your BIOS settings. It’s named a bit different depending on BIOS version but next to the place where USB is enabled there could be something like "enable USB legacy devices" which would let the PC recognize an USB keyboard before Windows has fully started.
