Question unable to use my ram in dual channel at normal frequency

Hi
i have 2x4gb ram (kit) https://www.amazon.com/Ballistix-Single-PC3-12800-240-Pin-Memory/dp/B006WAGG14 that can run up to 1600Mhz, my MB is https://www.asrock.com/MB/AMD/760GM-HDV/index.asp that can run 1600 Mhz ram but my windows say 8gb (usable 4gb) if I use auto setting in bios to auto determine the ram frequency (1600 is detected) and same thing happens also if I manually select ram frequency to 800Mhz so it runs on 1600Mhz. when the system starts it say single-channel 4gb ram and the only fix so far to be able to run in dual channel mode so my windows use all 8 GB of ram is to lower the ram frequency to 1066Mhz
any ideas? tnx

The problem is that i can only use 4 out of 8gb of ram if i try to run my system normally (single channel). To be able to use both sitcks of ram (dual cahnnel) i have to lower the ram frequency from bios. Any help on how i can run my ram in dual channel but also at keep its normal frequency?
