Underclocking (msi 970) amd 8370

So basically ive been having really bad stuttering in my game .
like ( 60,34,60,70,20,5,20,40,60)

every game is unplayable (even smartphone games)because when somethings moving i get this problem.

i have tried everything only answers i got is

.am i sure nothings broken?:yes i 100% i got these parts a couple of months ago!
reinstall windows : yes
reset cmos: yes didnt fix
last one is a guy told me to underclock/volt my cpu

take my multiplier down by 2 and voltage down a bit .
( i barley have any knowledge on pc's)

so my question is how much voltage should i go down .
currently says its at (0.912v) and by multiplier where can i find that? i cant find anything in bios saying cpu multiplier !

Solution
Take pictures and document how everything is connected, bring the whole PC and have them replace it (it probably won't be free) or ask the original builder to do it for you. The main challenge is the CPU; you'll need to clean the old thermal paste and apply the size of a cooked grain of rice of new thermal paste like AS5.


from the little i understand about pcs i dont think it uses its full potential but im trying to find this prime 95 right now to check

http://www.guru3d.com/files-details/prime95-download.html You don't need to run it for more than a couple minutes, but make sure AMD Overdrive is running and you are monitoring the thermal margins. Then post the results while P95 is running; I expect the CPU frequency to drop to 1.4 GHz.
 

He can blow the VRMs using Prime 95 if not carefull. The MSI 970 boards had a bad reputation for doing that.
 
The VRM causes the CPU to throttle before bursting in flames; the VRM most likely throttles the CPU and P95 will quickly prove it. You can burn the MOSFETs if the BIOS has a setting to disable thermal protection (it rarely exists mainly because motherboard manufacturers don't like having to fix motherboards).
 

i would like to say i apologize for being this late . but i didnt feel safe at first doing it but my friends are playing games with out me so i decided i didnt care anymore . so i downloaded one drive and my cpu frequency is at 1400 with out prime 95 should i still download it ?
 
I don't understand what you're trying to say. At idle or low utilization your CPU will run at 1.4 GHz and that's fine; but it should run at its rated speed when running P95 Small FFTs; yiou have an issue if it doesn't. I still recommend that you run P95 for a couple minutes while monitoring the thermal margins with AMD Overdrive. I expect the CPU frequency to drop to 1.4 GHz within a couple minutes.
 


okay ive downloaded it witch stress test should i do i have a choice of small ffts. in place large ftts, and blend ?
 
I think your board should be supporting your processor just fine. Any 95-125w processor shouldn't run into thermal or power issues on that board. The cheaper msi boards before manufactures started making more boards for the 970 chipset were terrible with only a 4+1 power phase. But pretty much any gaming 970 board is just fine.
 


well i dont know then i guess im screwed i cant even play smart phone games through the Microsoft windows 10 store
because it super stutters as if i could not handle it .
 
Did you look at the thermal margins? At idle they are 57.9°C which is excellent; at full load they are 52.5°C. That seems excellent, but you can see there's a serious issue with your PC because the CPU still runs at 1.4 GHz.

If your motherboard is https://us.msi.com/Motherboard/970-GAMING.html#hero-overview then check the position of the SLOW_MODE switch. If it's set to the correct position (it should slow the system only during POST, not once the OS starts loading), then the motherboard most likely is defective (not an uncommon issue with that motherboard). It may be time to contact MSI support.
 

well its flicked up so its not in slow mode im guessing ?or are you telling me to put it in slow mode ? and thx for letting me know my motherboard is broken even though i just bought it guess i will have to save for another

i did the slow mode thing nothing changed i guess i got screwed my luck is terrible so im not surprised .

and no i bought it new at my local micro-center like 6 month ago and just waited on this problem until i got fed up and never got a warranty because it was an extra like 40+ $ and im on a budget .

but thx again i really appreciate you taking the time to go through and help me find the problem though !
