Underclocking (msi 970) amd 8370

So basically ive been having really bad stuttering in my game .
like ( 60,34,60,70,20,5,20,40,60)

every game is unplayable (even smartphone games)because when somethings moving i get this problem.

i have tried everything only answers i got is

.am i sure nothings broken?:yes i 100% i got these parts a couple of months ago!
reinstall windows : yes
reset cmos: yes didnt fix
last one is a guy told me to underclock/volt my cpu

take my multiplier down by 2 and voltage down a bit .
( i barley have any knowledge on pc's)

so my question is how much voltage should i go down .
currently says its at (0.912v) and by multiplier where can i find that? i cant find anything in bios saying cpu multiplier !

ram:ballistix 12Gb
500gb 500 watt
Gpu:r7 360

Contact Customer Service / RMA to report the issue and if they can't provide a solution, then they'll issue an RMA. That's the purpose of a warranty. You should have the serial number when you call them.

you are right they said i have a warranty im going to take it back tomorrow to see if i can get a new one thx again !

Did you get it on amazon by any chance? Normally they are quicker for replacements

no unfortunately i got it from micro center i called msi tech support he looked up my mobo and said i have a 3 year warranty. i asked do i just bring it back to the store and he said sure so i will see if it works tomorrow. im praying it will even though i dont know how to hook up motherboards lol

Take pictures and document how everything is connected, bring the whole PC and have them replace it (it probably won't be free) or ask the original builder to do it for you. The main challenge is the CPU; you'll need to clean the old thermal paste and apply the size of a cooked grain of rice of new thermal paste like AS5.
