Underperforming Build ?

Hello everyone i need some help, i built my first pc a couple of months back, and i did have some trouble with the parts though at first i bought an APU Processor (stupid mistake) which i got changed to an AMD athlon x4 860k i started getting random freezes and the pc became unresponsive until hard reboot, it seemed to happen more often while gaming or heavy GPU tasks but it was really something random because it happened on light browsing too, however i tested the ram with no errors, flashed the newest version of the Motherboard and it seemed to help a lot also it happense less when the pc is running on power saving mode which makes me wonder if the Psu is running short, my motherboard is a GA-F2A78M-D3H right now the freezes are very rare but very few times still happen (which are reallly anoying) my GPU is a Sapphire radeon r9 270x 4gb Oc edition, im able to play descent games now but i kind of feel it is underperforming as sometimes my fps drops too much and becomes unstable it varies from game to game really,i have 2 monitors connected both are 1360x768 on Chivalry MW i get from 30 to 56 most of the time Bf 4 35-59 Batman arkham Origins goes around 25 to 47 when im in the open world, well the list goes on and on sometimes the fps is good around 60, a better processor could increase fps and make it more stabble? the heavy fps drops makes me wonder if my components are working as they should or maybe it is how this low budget build is supposed to run,is this a good or at least decent build?

also im looking for suggestions on upgrading the build what part upgrade do u guys think it could be more beneficial?

start monitoring cpu/gpu temps


maybe you are temp throttling, install something like hwinfo and run it in the background as you play a game. Post back with max temps for both.

a weak power supply will also cause this issue, make and model?

run gpu benchmarks like 3dmark or valley, they are free for basic and will let you know if your gpu is running as it should
post back with your scores

i havent really monitored temps too much but ive never seen the Gpu run over 57C
