Question Underperforming RTX 3060 ti on a prebuilt machine ?

Nothing in the link suggests there's anything wrong with the gpu. On the other hand...
1)Cpu background activity too high(54%) while UBM was running. Ideally should be 10% or less.
Try restarting the PC, waiting a few minutes, and run UBM again. If it's still high, time to start looking into the startup programs or malware scan.

2)The 11400F is not boosting properly: turbo 3.5 GHz (avg)

The first chart shows the cpu turbo by core usage under the Intel defaults, the second one is with no limits.
The cpu is either thermal throttling, or being throttled by the motherboard.

3)As already mentioned by rgd1101, C drive is too full. Try not to go over 80% capacity.

4)It doesn't look like anything's wrong, but check the health of that other drive. You can use an app, like Crystal Disk Info(not Mark) to see drive operating temperature and condition.

I don't see much of a problem anymore. If there's any problems left, it's probably from in game settings, Windows Game Bar/Game Mode enabled by mistake, or UBM being full of crap to a point.

Since it's a prebuilt, some of that 15% cpu background is probably from preinstalled HP software.

Should i disable game mode then? For some reason i can not play games like you should be able to with gpu like mine ?
