So how come my processor is operating at 1.3ghz and not the full 2.16ghz?

I always use CPU-Z to check out my processor specs.

I've never had an issue w/ CPU-Z

If you want to test under load, you need to run a program like Prime95 or Orthos. These programs will stress the CPU to its max. not a web browser.
And just like reviews, i tend to believe 3rd party stats when it comes to a companies hardware

by INTEL i'm assuming you mean the 'intel processor identification utility'
but no. I've only heard about it nvr used it,
i have an AMD Athlon 64 X2 cpu (a bit dated but... a car was a more important purchase)

an hr. is a little short.
i run it for @ least 5. if it doesn't fail on max load during 5 hrs. its good enough for me.
