Question Underutilization issue with RTX 3070 graphics card on certain games (PUBG, RDR1 Pc and many other)

Hello everyone,

I’m experiencing performance issues with some games on my PC, and despite researching and trying various solutions, I still haven’t found an answer. I’m hoping some of you might be able to help me figure this out!

Configuration:
• Processor: AMD Ryzen 9 3900
• Graphics Card: NVIDIA GeForce RTX 3070
• RAM: 32 GB


Issue:
In games like Red Dead Redemption 2, my graphics card runs at about 97%, which gives me excellent performance. However, in other games like PUBG or the original Red Dead Redemption, my graphics card is only utilized around 30%, resulting in very poor in-game performance.

Tests and solutions I’ve already tried:
• Updating graphics drivers
• Reinstalling the games and graphics driver
• Checking power settings to ensure “High performance” mode is enabled in Windows and NVIDIA 3D settings
• Checking the graphics settings within the games

I’ve also reset Windows to see if that would fix the issue, but unfortunately, the problem remains.

When posting a thread of troubleshooting nature, it's customary to include your full system's specs. Please list the specs to your build like so:
CPU:
CPU cooler:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS:
Monitor:
include the age of the PSU apart from it's make and model. BIOS version for your motherboard at this moment of time.

Updating graphics drivers

Reinstalling the games and graphics driver
Please elaborate this point. Did you use DDU to remove all GPU drivers in Safe Mode, then manually reinstalling the latest GPU driver in an elevated command, i.e, Right click installer>Run as Administrator?

common reasons is CPU bottleneck: The CPU may not be able to supply data fast enough to the GPU, causing the GPU to idle while it waits for data. This is one of the most common causes of low GPU utilization. Optimizing CPU code and using asynchronous data transfers can help to mitigate this.

He is my Configuration, i tried to reinstall my drivers

CPU: AMD Ryzen 9 3900 12-Core Processor
CPU cooler: NZXT Kraken X53
Motherboard: AsRock X570 Phantom Gaming 4s
Ram: 32Go (4*8 DDR4)
SSD/HDD: 2*1 To / wdc wds100t2b0a-00sm50 and Samsung SSD 980 TB
GPU: Msi Ventus 3x Geforce RTX3070
PSU: Lux 750W / 80plus bronze
Chassis: NZXT
OS: Windows 11
Monitor: Asus full HD 144hz

Hello, thank you for your response. I understand the potential issue of a bottleneck. However, in-game, my processor is at around 40% of its maximum usage. So, I’m wondering: is it possible that the processor isn't able to supply data quickly enough to the GPU, even though it's only at 40 %? I would have expected a bottleneck if the processor were at 100% in-game.
For exemple on RDR 1 PC My CPU is 40% and my GPU 30%
Do you think that CPU bottleneck is a problem here ?

CPU has higher utilization than the GPU, it means that the system is experiencing bottleneck

As u can see my CPU is ok in game
My GPU is 50 % here and my CPU is 42%
So do u think that i have a bottleneck problem ?
