Question Undervolting

At idle my ryzen 5 3600 is getting around 65°c and i have no games running not even chrome my MOBO is X570 asus tuf wifi i would like to know how to undervolt my cpu and gpu which is a RTX 2080 super black by gigabyte. Its my first build and im low key stressed out to the point that while building it i almost couldnt breathe i highly regret buying a $1900 pc as my first pc

Use HWinfo https://www.hwinfo.com/download/ to see what's going on as it's most accurate. See what voltage is set and is at idle.
How's your case ventilation ? What is running in the background and how much load on the CPU and GPU at idle.
