[SOLVED] Unexpected bottleneck

So this issue began after i didn't use my pc for a month. While playing a game (cs go)there is a bottle neck where the cpu runs at 70-90% while gpu is only at 5-10% causing the fps to drop from 90fps to an eye bleeding 8fps (@800×600). The bottel neck didn't exist before. The cpu temp are around 45-47°C (113-116F). I've even changed the PSU and cleaned the hardware of dust but saw no difference. Even doing basic tasks like browsing web and watching YouTube videos has become a pain.

Cpu: i3-4160
Gpu: gt610
Ram: 8gb 1666mhz
Psu: 450w
Storage : 512 Gb ssd
1Tb HDD
 
seems like your cpu is locked on p state. check the cpu speeed reported inside the task manager.
it might be 90% of 800mhz that's why its an issue.

Thank you so much sir this actually helped. My PC is now super fast. I've been struggling with this for more than a year. I really can't express my gratitude.

Remember to not set minimum power above 30%, your cpu need some time to cool down :)
Thanks for the advice. Apparently the max power (in high performance) was set to 5% so i changed it to 90% .Must have happened accidently when i was checking something a year ago. I wouldn't have bothered to check that if you hadn't given the solution and was ready to spend money on a ryzen 5 build with a budget of $1000. Since i just use my pc for stuff like browsing and light gaming (like csgo and dota) it didn't make sense to spend so much. So yeah, thanks again :)
