[SOLVED] Unexplained App Slowdowns

I wasn't sure where to post this because, quite honestly, I have no idea what the cause of this issue could be. Feel free to move it elsewhere.

I have a custom-built PC that is a few months old, top-of-the line components such as an i9, 32 gig ram, SSD... Everything but the graphics card (GTX 970) has been made within the last couple years or so. Which is why I can't figure out why my PC seems to suddenly slow down when performing specific tasks. I notice it mostly when trying to open a link from Discord, something that should happen instantly, but can take up to ten seconds to load. Other instances include the save dialogue box when I want to download something taking over five seconds to load, and launching the game Final Fantasy XIV can take over 20 seconds, with task manager often reading it as non-responsive before the game finally launches. Most of the time a quick reboot will fix most of these issues, but they always come back eventually. I even tried an full uninstall and reinstall of Chrome, that worked for about two days with the Chrome and Discord problem, but now it's come back. What is it that could be causing this and how could I fix it? It's starting to get very frustrating.

Have you tried to monitor the situation with say, the task manager? Check the task manager when you experience the slowdown, is your computer's memory usage suddenly spiking? Is the CPU Usage suddenly spiking? These can all cause "slowdowns". Overheating can also cause throttles, which means it can slow things down, you have to get a temperature monitoring software for it though.

Yep, I have, my CPU has been spiking sometimes, but usually I can isolate why. Sometimes Discord will start using up an unusual amount of CPU power, but that's usually fixed by relaunching the app. The temperature on the CPU is more than fine, hanging around 32°C. Everything else the guy above you suggested is also fine, with the exception of the memory, I haven't found the time to do a memory test just yet.
