Does this exist?

A receiver you plug into USB that would work for a wireless mouse, keyboard and multiple gaming controllers?

I am trying to setup a PC console box in my entertainment lounge so I'd like everything to be wireless. So far I've seen a device specific for a mouse + keyboard combo and a device specific to xbox controllers... Is there one that does everything?

No, there isn't.
Logitech works with Logitech devices.
Microsoft works with Microsoft devices.
Others work with theirs.

There is no One USB to Rule Them All.

However, there should be no problem having multiple USB receivers connected to one PC or USB hub.

I faced the same issue previously. I somewhat sideswiped the issue, though, when I got a Samsung TV, which miraculously worked with the very inexpensive Logitech wireless USB/RF keyboard with the on-board touchpad that replaces a mouse. I just plugged the USB receiver in a USB port on the Samsung TV, not expecting it to work, but it did! Because it was a newer TV, it has Hulu, Vudu, Netflix, YouTube, a browser, and pretty much anything else I would need a keyboard for in an entertainment complex. I was thereby able to cut the PC out of that circuit. You would then be able to use a separate wireless USB for the X-box or PC. I don't know if this helps you, or if it is just commiseration.
