built a fresh PC, everything was good until i downloaded csgo. i usually play on stretched mode but for some reason i get black bars on either side. running win10 sapphire r9 390. i was searching around, apparenlty i had to use ddu to uninstall the new drivers and install an older one which supported my problem (many other people did this as well) so im pre sure i did it correctly, now when i start up my pc i see the gigabyte screen where i can press f8/f12 etc, then after i proceed to a black screen. sometimes i get further onto my desktop screen, then blacks out again. connected with a hdmi, also noticed gpu fans spin sometimes and dont spin some other times. pls help

Honestly all i can say is good luck with that. When I did that it caused colored lines instead of a black screen. If you have the Windows 10 still on USB start up from that and select repair your computer then make it repair but keep your files and see if that helps.

Windows has as part of it default drivers for just about any video card. Sounds like you deleted them as well as the ones you thought you were removing. If you can boot to safe mode, then you can run SFC (system file checker) from a command prompt. It will repair and or install the missing flies. Also if you can safe mode with networking, you can download the latest certified drivers from AMD to install. An even easier (maybe) fix is if in safe mode do a system restore to a time before you started screwing around. I suggest in the future to use the removal tool that is part of the Catalyst package to uninstall AMD drivers.
