Question Universal Runtime C

Hi Guys,
I;m trying to install PTC Creo 4.0 in my Windows 8.1 x64 laptop, but the installation file shows Uninersal C runtime is required to run this package. I looked over the internet found some files (.msi files from Microsoft store), but when I run them, it says this update is not applicable. I have updated all windows updates, so no more updates available. Please help.
 
I meant the PTC Creo.

From the official website. The PTC Creo 4.0 is completely redesigned to fit Windows 10 design (those flat button style etc), I want to install it in Windows 8.1 so it asks for that update.

The Windows 10 Universal CRT is a Windows operating system component that enables CRT functionality on the Windows operating system. This update allows Windows desktop applications that depend on the Windows 10 Universal CRT release to run on earlier Windows operating systems.

Microsoft Visual Studio 2015 creates a dependency on the Universal CRT when applications are built by using the Windows 10 Software Development Kit (SDK). You can install this update on earlier Windows operating systems to enable these applications to run correctly.
 
The fact that it won’t install and an older system should tell you that it’s not going to install and there’s no magic to make it work

If that application doesn’t come with what it needs then that’s a terrible application installer

And it may be that you cannot install it on windows 8.1

We actually have installed it on Windows 7 with the same error, but a full windows update solved it. I work on it and I earn from it. I'm asking for windows 8.1
