Unknown PC bottleneck

I've recently upgraded my computer. My current specs are:

Intel i7 4790k @ 4.0GHz (Auto overclocks to 4.4GHz)
Gigabyte GTX 1070 G1 Gaming
MSI Z97 PC Mate motherboard
16GB Corsair Vengeance 1600MHz
128 GB SSD (OS)
500GB HDD (Games)
Hec Zephyr 750W PSU
Windows 7 64-bit
144Hz 1080p monitor

Graphics driver version 375.57
Motherboard bios up to date

In many games I play (lately Just Cause 3 and Battlefield 1), there are specific locations in which my framerate suffers significantly. In these locations, both my CPU usage and GPU usage are quite low (CPU around 75-80% across all cores, GPU at around 70-80% core & d3d usage.) I'm not sure what the bottleneck is. Temperatures stay at around 60C-65C. Any ideas?

Temperatures don't ever go above 70 degrees celsius for both the GPU and CPU. They're typically around 60-65.

not sure why Justice mentioning am3+ board OP has intel setup

open up windows task manger then change the settings to show individual cores usage. is one or more cores hitting 100%? if so then your cpu is the limiting factor.

(you cannot go by overall cpu usage because for example if program/game only has one thread and it can only use up to 100% of one core but if for example cpu is a 4 core cpu the overall cpu usage is 25%. but because its single threaded it cannot run on all aval cores that program is limited by the cpu)

I currently have hwinfo64 outputting sensor data to Rivatuner's OSD. It shows me the usage of all 4 (8 virtual) cores of the CPU at once. When the performance noticeably drops, all cores will be around 70%-80% usage in Battlefield 1, and other similar values in other games, just not with all cores. Unless hwinfo64 is outputting incorrect data, there's some other bottleneck than CPU/ GPU in my setup, or something's configured wrong, though I don't know what.

Just updated chipset drivers and BIOS again to be sure. No changes. Decided to try messing with graphics options in BF1, and I observed that changing the graphics options did not effect framerate in any way. CPU cores are still not maxed, either. Sometimes the last 3 cores will idle at 0%, which I find weird. Benchmark videos on Youtube with the same CPU and GPU I have show much higher framerates, with 99% gpu load. Any more ideas?
