unplug device function doesn't appear

I get an error message if I unplug a USB hard drive from
my W2KAS server. It scolds me and offers to put the
Unplug Device icon on my taskbar, but then doesn't. Going
to Device Manager to unplug device doesn't work either.
It doesn't recognize and offer the device as a USB device
to be removed, but rather as a local device. How can I
get the Unplug Device service to appear?

Possibly applying Service Pack 4 will cause it to work.
