Question Unsolveable PC Bug. Desperate for help.

So I built this PC about a year ago this past October and it has almost always had this strange issue when it comes to booting. When I turn on the PC, everything lights up just fine and starts up, all fans are spinning except there are these two LEDs present on the mobo that are not flashing just solid and for DRAM and CPU. However, if I turn off the pc and start it again and start immediately smashing the f12 like mad, eventually the peripherals all light up and the PC starts to boot no problem almost as if it realizes "oh ****

After this, its all well and good and I can use the PC no problem, push it to the max on games and stress it out and no issues. Until I restart or need to do an update or something, then we're back to the mobo lights, needing to fully turn it off and on and smash f12. I have an MSI motherboard, so my bios button is DEL, f12 is technically I think a boot button?

I have taken it into the local repair shop, they were equally perplexed, as my m.2 drive had failed and i had to replace it. They never fail. I have a new one in now with the same issues but I really want to get to the bottom of what the heck is wrong with the machine. They suggested it could be the CPU, which is understandable, I just want to know if there's anything I can try before braving an AMD warranty claim.

I have tried:

New CMOS battery
Unseating and re-seating GPU and RAM (this works for a week or so sometimes)
Updated bios to latest stable version
re-installing windows and doing all driver updates

Do verify that I found the applicable User Guide.

Start by reading and reviewing the entire User Guide document.

Pay close attention to all fine print, warnings, and details. Doublecheck everything.

Especially how the RAM was originally installed.

The listed motherboard (provided that I found the applicable guide) requires that the first physically installed RAM be placed in the commonly used DIMMA2 slot. Reference physically numbered Page 28.

Reinstall RAM per the User Guide.

New CMOS battery: Did you clear and reset CMOS per the instructions on Page 48?

That is the correct motherboard, and I've followed the instructions for sure. I did follow the instructions for clearing the CMOS battery and actually at the repair shop we re-seated the entire build into another mobo and it sort of helped, but not entirely, the PC still wouldn't come out of sleep mode without a full shutdown. The RAM is situated in the 2nd and 4th slot with the 2nd slot being installed first, even when re-seating the ram.
