SPECS
CPU: Intel Core i5-4690K 3.5GHz Quad-Core Processor
MOBO: ASRock Z97 PRO4 ATX LGA1150 Motherboard
Graphics card: ASUS STRIX GTX 970
RAM: Kingston Fury Red Series 16GB (4 x 4GB) DDR3-1866 Memory
Storage: Seagate Barracuda 1TB 3.5" 7200RPM Internal Hard Drive
Power Supply: Antec 850w high current gamer

Overclocked my CPU to 4.0 GHz.
I overclocked my GPU to these current
settings
:

GPU Boost Clock: 1400
Max GPU Voltage: 1210
Memory Clock: 7800
Power Target: 0120
GPU Temp Target (Celsius): 0080

Tried out a test with Heaven Benchmark and the test came back as:
Lowest FPS: 2.7
Highest FPS: 120.5

How do i fix this problem?

80c seems a bit high for that GPU, it could be throttling, I'd try making a custom fan curve to keep the temps down and see if that helps.

EDIT: Oops misread that, your target temp is 80c... What are your actual temps for both your CPU and GPU during this?

about 60-65 c

What resolution and games are you running? And by the looks of it, your GPU is not being utilized all the way, it's very limiting, something is not letting it perform the way it should. Under the Nvidia Control Panel, 3D Settings; what is your power management mode at? Adaptive or High Performance?

It's under adaptive

1980x1080p and the problem is persisting

Do you want me to give you a new log file with the default gpu setup?
