[SOLVED] Unstable gpu usage

My specs are
i5 2310 3.2ghz
8gb ram
AMD R7 360

I have rly unstable gpu usage. Sometimes it goes from 20 to 98 then 50 then 40. I tried with gta v. Do you have any solution???

Go try other Window OS, Windows 7, Pop OS Linux..
Windows 10 seems always have problem with GPU/CPU usage going down. No one know how exactly to fix it.
