The fans of my Gigabyte Windforce RTX 2070 Super graphics card are extremely unstable, during the game the fans suddenly speed up and return to their original speed within 2-3 seconds and it does this constantly, I fixed the fan speed through the application (I tried the Gigabyte program, I tried Afterburner, but to no avail), but nothing changed, they still rotate unstably.

Check both gpu core and gpu hot spot temperature. Afterburner does not report hot spot, so grab hwinfo or gpu-z.
Hwinfo: check sensors only, don't bother with the summary.
Gpu-Z: Sensors tab. By default, the readings are in real time, but you can click the arrow next to each parameter and change it to show the highest reading.

If temperatures are clear, then it's likely that fan rpm bug.
There was a vbios update on their website to fix this, but it looks like it's been removed.
The DIY case fan mod may be the only way to fix it; if you were to replace the fans with the same kind, I don't know if the new ones would behave similarly or not.

Sorry for not answering you in time, I had some troubles, I solved the problem, I made a long observation and realized that this problem occurs when the hotspot reaches 105 degrees, in fact I had already applied new thermal paste but it was pump out, so I applied new paste and the problem was solved, sorry for the late reply.
