Unusual PC behavior, fans spin full-speed after exiting a game

So lately I've been experiencing some weird behavior of my PC's fan control.

Whenever I exit a game, after some 20+ minutes, and then exit the game, to Windows OS, after 20 seconds or so, case fans start spinning full speed and continue for about 30 seconds. Haven't noticed which in particular, but mostly seems like only the heavy on the PC one's. (For example Witcher 3)

This happens also while gaming at some point, that I could understand. BUT WHY after exiting the game... I've tried setting the motherboard PWM fan conrol to silent mode and lowest PWM mode available.

My cooling setup, I have Phanteks Evolv ATX with it's 3x Stock fans, aftermarket CPU cooler.
This is a rather quiet PC oriented build, rather than cooling performance. But the cooling performance is quite well, if I do say so myself. All components seem to be at safe/normal temperatures.

This is odd, but from what it sounds like to me, when you exit the game, that requires a little more CPU usage. ( I know it sounds backwards, but it does take CPU power to close out a program properly) So because of the increased CPU usage, your mobo might be trying to compensate for any extra heat. The more power your CPU uses, the more heat it produces, so your mobo is just trying to be sure it's ready to keep everything cool.

Now I am not sure on this, but that is my guess as to why it is happening.

Thank you, didn't even think about this, for some reason. And that might be it. Also when I play GTA Online, the PC has silent/normal fan speed for case fans. But when I transform the game/program to windowed mode and start browsing internet in the background, it starts spinning in the max mode.

I should note that I changed my CPU cooler fan to a lower static pressure one, than the standard. The previous fan probably pulled a bit more heat from the mobo. The temperatures of the CPU haven't gotten up much more than before, only by 2 degrees or so. But impacted the motherboard temperature, which I did not expect possible.

For more details, I exchanged the stock CM Hyper 212 EVO stock fan to a Be Quiet! Silent Wings 2 PWM fan, a bold decision for a fan, but I did a lot of research, and decided that I want more quiet operation, rather than a few degrees better temps. And truly the PC is a lot more quiet, only when I start gaming, this side effect occurs.

There are going to come out Silent Wings 3 fans in August, which are said to have well improved static pressure and airflow, at the same noise level as SW2. Might change out the fan for that, and also my case fans at that. The case fans I have now, are actually one of the best fans ever made, according to tests, but they are a lot more audible than Be Quiet.
