Unusual performance issues in Skyrim SE

Okay so I start the game and after it loads I get huge stutters, drops to around 3 fps constantly which is pretty unusual considering my specs, I've played the game many times with good performance but that was before I got my new monitor which is 1440p, 144hz.. I get great performance in other games so none of my specs are the issue.. I have no idea what could be causing this, I have no mods installed, it persisted even after I reinstalled Windows.. I thought maybe some left over files from the mods I've installed maybe causing it to jump as I've reinstalled both skyrim and nexus mod manager countless times but I thought reinstalling Windows would fix that problem if it even existed. Would really appreciate some help with this

If your fps goes above 60 fps in skyrim you will experience graphical glitches and stuttering, this is because skyrim uses directx 9. To fix this simply use an fps limiter be it an enb, third party program, nvidia settings, I believe there is an fps limiter in the program called nvidia inspector. Hope this helps.
