Unusually slow internet

I'm experiencing "unsually slow" internet. Although my speeds have ALWAYS been 300-400KB/s maximum, after using the school's internet for many years, it only just struck me when I went on speedtest.net that we use the same ISP. They're only 900 meters from my house, yet they get up to 7.5 megabytes a second download speeds, while I, as I mentioned before, cap at 400KB/s. I'm wondering if 900 meters can make THAT much of a difference. (I use iiNet, ADSL2+ Home Turbo. The school is not connected to the NBN or any wireless.)

The difference likely lies in the level of service each location purchases, not the location itself.
