Update 1607 keeps failing to install after 3+ months

I have been getting this issue for more than 3 months now updating to the new Windows 1607 update, "Update for Windows 10 Version 1607 for x64-based Systems (KB4023057) - Error 0x80070643". I've tried deleting the update files manually and redownloading them through the update section of the settings app. I've also downloaded the media installer and tried updating through that app, same problem. I've also tried the windows update troubleshooter, the one built in and from the microsoft website. No fix. I'm getting tired of my PC constantly wasting space downloading this update and restarting 5 times a day to install it but it never works. Please Help.

Have you thought to use media creation tool to make a USB? Then you only need to download updates once and can use USB to run installation of updates.

If you have tried that, your best bet might be to do a fresh install of win 10 after copying anything off the hdd C is on you can't afford to lose. It beats fighting that application error that could be caused by anything on PC currently.

1607 is the Anniversary edition, you are 2 versions behind so jumping to latest is faster than trying to fix that update. Current version is 1709.

change boot order in BIOS so USB is first, hdd second
boot from installer

when you reach the screen asking for licence, click "I don't have a key" and win 10 will continue to install and reactivate once finished

On the screen where you choose where to install win 10, if it gives you an error about GPT drives, delete all the partitions on the hdd and press next. If it still gives error, cancel out of the installer and restart PC and start installer again, it will accept next on that screen this time (some PC just need a restart here)
