Question (UPDATED) When something red moves on my screen there are flickering blue dots around it when it moves? Does this have to do with my new RX 5700?

I just got a new RX 5700 but when I'm playing a game and there is something red moving on my screen, there are blue dots that flicker around the red thing that is moving. An example of where this happens is where I am aiming down sights with a red dot sight on, because the dot is moving a bit there are blue dots that flicker around it.

I was wondering if this is an issue with my new RX 5700 or if it is something else?

Gigabyte B450M Motherboard
600W Power Supply
16GB GSKILL Ripjaws V DDR4 3200MHZ
Samsung CFG70 27' 144hz Monitor

What you are describing wont show up on a screen recorded video/screenshot, youll have to record it on an external device (like a phone) to let us see.
Chances are, its artifacting, and the GPU should be replaced under warranty.

Could be a monitor issue then, essentially the opposite of ghosting, called monitor coronas.
