If I get a new motherboard, will I need to renew my OS? I don't look forward to buying a new OS and a new Optical Drive.

Thank you.

By the license agreement, OEM Windows Vista is tied to the motherboard/CPU that it was originally installed on. Microsoft may not allow the installation....

That being said, if you have a motherboard go bad, and you had to replace it (and while you were replacing it, you decided to upgrade), Microsoft may allow you to install the software (usually you have to call Microsoft to get it activated).
